The Introduction sets the scene: for a long time the Dragon-Blooded have ruled Creation (or at least, the Realm of the Scarlet Empire) but now their position is threatened, particularly by the resurgance of the Solar Exalted but also the rise of the deathknights and other disquieting – at least, if you’re Dragon-Blooded – events. A rule that seemed certain, fixed, timeless, is now at risk and an all-encompassing war seems likely. Interesting times, as they say… and good if you want to run an exciting game! The purpose of this book is then stated, to present a wealth of further detail about the Dragon-Blooded to enrich that game, whether you want really well-developed rounded adversaries or want to actually play Dragon-Blooded characters. The first part of the book focusses on information about the Scarlet Dynasty – the Great Houses of the Realm – and on those Dragon-Blooded who Exalt outside of that organised structure, then there comes all the rule mechanics you need to create Dragon-Blooded characters, and rounds off with notes on the sort of games in which all this detail will be of benefit.

At first glance, the Abyssal Exalted seem pretty vile folk, spreading death and destruction wherever they go. However, there’s a lot more to them than that, and if you are seeking a greater understanding of the Abyssals, are a Storyteller with a plot in which they play a major part or actually are looking to run a game based around Abyssal characters, this book is worth a read.
The Introduction gives an overview of the Abyssals and discusses the roles that they might have in your game as adversaries, allies or indeed characters to be played. Like the Solars, Abyssals begin as ordinary human beings with the seeds of greatness, the potential to become a mighty hero. Those who suffer – or are on the brink of – an untimely death may be given the opportunity of Exaltation as an Abyssal instead, provided that they will pledge themselves to the service of the Deathlords and their ultimate goal: the destruction of Creation itself.

The Introduction sets the scene without ado: there are many threats facing the Solar Exalted chief of whom are the other kinds of Exalted, and the purpose of this book is to enable the Storyteller to create quick yet effective representatives of all other Exalts to serve as allies or – more likely – enemies in the course of the chronicle that is to be told. More detail on both the five kinds of Exalt and on creating antagonists in general than is to be found in the core rules is presented,along with information about the high-level politicking that goes on which can be used as background or even as something for the characters to get involved with if the thought of mixing diplomacy and intrigue with warfare appeals.

Renowned RPG Publisher Offering Free and Discounted Downloads to Reward Fan Loyalty
In light of recent announcements, some fans have expressed concern over the future of electronic (PDF) format book sales in the RPG industry. White Wolf Publishing today has announced that it currently has no plans to discontinue its existing PDF products.
“Quite the opposite,” says Eddy Webb, the Alternative Publishing Developer for White Wolf. “I believe this is a growing market with potential we haven’t yet had a chance to fully explore, both as publishers and as fans of role-playing games.” Eddy remarked that he has dozens of upcoming PDF-exclusive products on his schedule in addition to continuing to provide PDF versions of upcoming products, and that White Wolf is still actively looking into returning to the print-on-demand arena.

The PDF opens with fiction to set the mood. While written well, the white text in a scripty font was pretty hard to read on a black background, so I missed a lot of the details. The first section dives right into discussion cross-pantheon politics with commonalities broken out. This is a very useful section for Storytellers because it offers a high-level overview of how the Atzlanti philosophy works versus the Pesedjet that they can use in and out of game. I really like sections like this one in game supplements because it helps water down conflicting ideas and offer ideas for players to work together in a game. Sometimes, finding common ground when your characters come from different pantheons can be a challenge.

The Celestial Bureaucracy is the third offering for the Scion companion and a new pantheon – of sorts – delving into Chinese mythology which, to quote the great sage Egg Shen:
“Of course the Chinese mix everything up, look at what we have to work with. There’s Buddhism, Confucianism and Taoist alchemy and sorcery. We take what we want and leave the rest… Just like your salad bar.”
This makes the Celestial Bureaucracy a great hook for Scion, it fits the mould of the game perfectly, kung fu, magic and a huge ‘pantheon’ of sorts with plenty of room for all manner of characters. Indeed, in my opinion, this would have been a far better fit in the original book than the Japanese pantheon would have been.

As with the previous edition the tactic with Exalted in this addition appears to be the release of ‘uber’ splatbooks. Apparently a successful model as it’s one that’s spread across various of the larger companies now in selling their products. While you have some fill-in material to use to play the various high-powered factions in Exalted they only come into their own with these larger splatbooks where they’re properly filled out, given access to all their powers and secrets and become a force in their own right.
This splatbook – or ‘Manual of Exalted Power’ – (a touch unwieldy as a name in my opinion) addresses the Abyssal Exalted, after the Dragon Blooded perhaps the most persistent enemy of the Solar Exalted, their twisted ‘undead’ antithesis.

Writer and editor Jess Hartley had just finished the novel Exalted: In Northern Twilight when she got the call from White Wolf to help write what would become the game supplement Predators.
Hartley will tell you that she got the gaming gig because she knew werewolves from the as of yet-unpublished novel she’d been hired to write. But, certainly, it had as much to do with her clear, straightforward prose, her professionalism, and her eye for evil.
Since White Wolf’s invitation, Hartley’s continued to diversify, writing fiction, developing and editing games, and doing magazine work.

This is the second part of the Scion Companion to be released as a PDF, the first having been the Tuatha de Daanan segment and with a couple more to come. It furthers White Wolf’s relatively progressive e-book policy while simultaneously acting almost as a preview for the eventual, finished product and also, probably, cunningly getting people to buy much of the same material twice – can’t really fault them for doing that! This section is all about the powers, the elevated statistics and their consequences, the fields of expertise and the powers within those, additional companions, followers, artifacts, magic and so on.
